Implementation synced to Wine 1.5.16

I updated the code from Nicolay for Wine-1.5.16
(Only the implementation, but not the tests).

Disclaimer:
I did not read the comments to the original patch,
so i have no idea, what was wrong with the code.


KERNEL32.dll.InitOnceExecuteOnce is also needed for the Office 2013 installer.
