Using setcap on wineserver doesn't work here:
>sudo setcap cap_net_raw+epi /usr/local/bin/wineserver
which resulted in
>/usr/local/bin/wineserver: error while loading shared libraries: libwine.so.1: cannot open shared object file: No such file or directory
That's probably bug #26256
