winealsa.drv: Feed data at a fixed rate

Hi folks,

I'm attaching a patch here which I hope will improve the situation of Wine with
PulseAudio. If you've been having trouble with this setup, please try this
patch and see if it improves your situation. I'm especially hopeful that it
will fix the "audio stops after a few minutes" bug with PulseAudio.

I am also interested in reports from users without audio problems, to ensure
that it doesn't break anything that is currently working.

If you have time to test this out, please report back here with your results.
