My point is: To me, personally, it is not a big deal to patch and recompile
wine. But I suppose, for 99% of its users it is a major barrier. This is why I
asked about the mainline merge, etc. ... so, what remains to be done in order
to achieve this?

Or in general: How could we proceed from here? I'd like to help debugging and
coding, but I don't know where to start.

Sadly, in case Windows does not implement something "the right way", this
behavior should be mimiced by wine after all, shouldn't it? This is not meant
as criticism, I'm just wondering.
