We can argue forever about the feasibility and validity of using SO_REUSEADDR
by default, the fact is here's a Windows application which works under Windows
and breaks under Linux.

Besides last time I checked, Wine is meant to emulate Windows behaviour as much
as possible - and since the Linux kernel allows sockets reuse, Wine must allow
it too for Windows applications.
