Well, it still seems like a regression. Anyway, if you don't think it's a
regression, then your complains about lack of activity on the bug is even more
disappointing.

That bug predates our support for AcviveX in MSHTML.

Yes, it should still work (although it won't integrate well with scripts on the
site, so you may expect some sites to not work in this configuration).
