This bug needs to be put into the/keyworded regression category.  Eve Online 
will load with 1.5.19 For those of you on Gentoo add >app-emulation/wine-1.5.19
to package.mask.

Running Environment:
Kernel:3.6.11-gentoo
Arch: x86_64
Wine Version: 1.5.19 because of this bug...
Bottle: 32-bit /home/<user>/.local/share/wineprefixes/eve

Disabling d3d11 in overrides using winetricks did not work for me but this did.
