A quick glance shows that Brasilia isn't a timezone listed in the wine registry
(tools/wine.inf), but Europe/London is. For Brazil, the only timezone listed is
HKLM,%CurrentVersionNT%\Time Zones\Central Brazilian Standard
Time,"Display",,"America/Manaus"
HKLM,%CurrentVersionNT%\Time Zones\Central Brazilian Standard
Time,"Dlt",,"Central Brazilian Daylight Time"
HKLM,%CurrentVersionNT%\Time Zones\Central Brazilian Standard
Time,"Std",,"Central Brazilian Standard Time"

Does TZ="America/Manaus" help?
