Running after a failed update is not likely to give good results. Reopen if you
can reproduce with a properly updated Steam.

This looks like a dupe of Bug 31374 anyway.  When Steam restarts itself it
doesn't preserve the "-no-dwrite" setting that it was originally launched with.
