I can confirm the bug. It happens to me on three different notebooks. One runs
debian sid x86_64, wine 1.4.1 (debian package) and has office 2007 installed in
a clear wineprefix. The second one has debian sid i386, wine 1.4.1 (debian
package) and office 2007. The third one runs linux mint 13 x86_64 with wine
1.5.24 (wine packages for ubuntu) and has office 2010 installed.

Notice that the three machines also have different window managers (the two
debian machines use xfce, the mint machine has cinnamon) and different
graphical cards (the i386 debian and the mint machine have an intel embedded
card, the x86_64 debian machine has an nvidia card with the binary nvidia
drivers).

The problem is very easy to replicate (and it has been perfectly described).
Just open two excel files and try to switch from one to the other using your
window manager (e.g., through alt-tab). The "tiny little window with nothing on
it" will appear in the top left corner of the screen and stay there until you
close excel.
