The provider it specifies is not present on recent Windows. Can you give
this patch a try? It needs a fresh prefix. Alternatively you can remove the
key from an existing prefix with regedit:

 HKLM\Software\Microsoft\Cryptography\Defaults\Provider\Microsoft Enhanced RSA
and AES Cryptographic Provider (Prototype)
