Have you tried patching the game to the latest version (that's 1.04 as of
date).
I observe the reported problem with the original game version (Gamersgate
version, Driver:SF Deluxe). I can't retrieve the version number of the
unpatched game, but the original Driver.exe has the last modification date
08-30-2011.

After running the autopatcher application (gu.exe) both the game and the
Ubisoft Launcher were updated to the latest version, and the game now starts.
Later the game crashes in binkw32 so I had to rename the directory containing
the videos: that's bug #18987 (which is the same as bug #29810 IMO).
