Yes, but you need to create an account in the site. Then you have to go to
Resources -> Downloads -> Development Tools -> Versatile Family -> Versatile
Express version 2.0.

In the right side there will be a download link for the installer. The final
URL is https://silver.arm.com/browse/VE020
