When it looks like the key error line is

err:d3dcompiler:compile_shader HLSL shader parsing failed.

maybe you should check whether native d3dcompiler_43 suffices as a workaround
instead of d3dx9_36,
and attach a +d3dcompiler log (iirc that's what shows the text of the offending
shader).
