Testing with an archived version found somewhere (not my old copy),
c73c7f87e7af127ae821f6ee3e5e677cc90b27a1  segabass.zip
I found that it no longer crashes on startup.

(For completeness: it doesn't work, though.  I have to run it in a virtual
desktop to get past the direct draw (?) renderer question, and I have
to do 'winetricks quartz' to get it to stop looping during playback of
the logo movie; the logo movie is never shown, but the sound is audible.
The window is always black.  I think wine wants to use gstreamer for the
video, but that's unavailable since gnome dropped support for custom threads. 
I'm not going to file a new bug because I don't care about this app anymore,
I'd rather focus on classic like Strong Bad's Cool Game for Attractive People
