[Bug 19184] File copying fails during installation of Mordor

Installer starts with wine-1.6rc3. 
It fails during file copying, and earlier than it did in previous
wine-versions. 
There seems to be a new issue when the installer attempts to copy an .ini file
to c:\windows.
