This is not a bug at all. It's just a nice-to-have feature. That's why it's
marked as an enhancement.

When having an exe file under Linux (at last Ubuntu) you can easily see it's
icon in the file browser.
This is not possible under OS X although it appears to be a rather easy task,
as the icon can be extracted from the icon resources without further efforts.

You can extract them using Keka.app (a great os x packaging tool), and than you
will find a hidden .rscr folder with (a) subfolder(s) one of then containing an
"ICON" folder including the applications icon.

What may be also be achived, having a quick look plugin is, that an exe file is
no longer considered as being a developer file, but being an executable, which
would make them much easier to run them.
