this is now finally fixed with

The .NET Framework Setup Verification Tool from Aaron Stebner (Microsoft,
Download here:
http://blogs.msdn.com/b/astebner/archive/2008/10/13/8999004.aspx) which checks
for proper installation of .NET assemblies and registry entries also says
"yay!" ;-)
