I see no such problems with native Linux applications.

fontconfig-2.8.0/src/fcdefault.c has this snippet:

    ctype = setlocale (LC_CTYPE, NULL);

    /*
     * Check if setlocale (LC_ALL, "") has been called
     */
    if (!ctype || !strcmp (ctype, "C"))
    {
        ctype = getenv ("LC_ALL");
        if (!ctype)
        {
            ctype = getenv ("LC_CTYPE");
            if (!ctype)
                ctype = getenv ("LANG");
        }
    }

But even if it were the case, that should mean I have two sets of fonts for
these locales but I just have standard MS Core fonts.

$ rpm -qa | grep font | sort
