I was using a clean WINEPREFIX, originally. I also tried:
$ wine64 uninstaller # remove mono
$ wine64 winecfg # select 2003, apply
$ wineserver -w
$ wine64 winecfg # select XP, apply
$ wineserver -w
$ wine64 NetFX.exe

it fails the same way (with Hans's patch).
