Confirming the same issue on Wine 1.7.15. Tested on a box with Arch Linux
x86-64.

BTW: there is a source code of the Call to Power II released and it's available
here: http://ctp2.darkdust.net/. Maybe it will help the developers of wine to
investigate the issue.
