Probably, if it depends on server infrastructure being the same as years ago.
Though apps might be still useful for revealing and fixing bugs in Wine - even
if they are essentially abandoned/defunct.

If no one provides relay logs or there is no obvious thing to spot from it ->
abandoned.

For appdb:

I'd state the vendor end-of-life support at the front page of the appdb entry
(super-maintainer) and remove all app versions that are now defunct due to
missing server infrastructure.
