I got the same issue with 1.7.16 or 17.

Error about data\audio\engeng.big missing as well (it is, even after manually
extracting archives).

I also tested on XP, and the installer is broken (stuck at the end of
extraction phase).
Starting manually from extraction directory also yields a crash, as in Wine.

So in summary a broken archive (installer) containing a broken exe...

Maybe this bug could be resolved as invalid...
