Hello folks,

dupe of bug 23532

That error is expected because you didn't bother to disable/replace GFW
(xlive).

This is common knowledge and also referenced _multiples_ times in
appdb/buzgilla/search engines.

Game appdb entry:
https://appdb.winehq.org/objectManager.php?sClass=version&iId=25033

Your backtrace:

--- snip ---
PE 1c60000- 2b11000 Deferred xlive
--- snip ---

0x2b11000-0x1c60000 = 0xEB1000 = 15405056 bytes = native xlive.dll from
'gfwlivesetup.exe' redist installer and definitely not xlive from XLiveLess
patch.

I installed GTA IV Steam without applying xliveless and got exactly the same
backtrace/crash on startup - but only after dismissing a big message box,
stating "GTA IV FATAL ERROR: XNetStartup failed - Please re-boot your system
and/or re-install the game\r\n10093".

What do you expect if you choose to ignore that error?

Regards
