Builtin d3dx9_26 forwards to d3dx9_36. If you want to test the builtin
libraries you'll have to set *both* d3dx9_26 and d3dx9_36 to builtin.

If someone confirms this bug is gone with *both* libraries set to builtin we
can close it. I doubt it works though - the effect interface is mostly
unimplemented
