That's bug 35376, which can be worked around with native urlmon from IE7. This
bug is the next one you run into, and the workaround is native mshtml.

Still present in 1.7.25, and contrary to what the description and summary
imply, the problem occurs with any and all apps you try to install through
Windows Live Essentials, not just Photo Gallery.
