2D Fighter Maker 2nd Fullscreen menu bar bug

When 2D Fighter Marker 2nd goes to full screen, the "Window Option About" menu
bar should no longer be visible. As this does not happen, it ends up obscurtion
the topmost portion of the screen in this mode.
