I can confirm that I have this issue too. I cannot login because the server
does not respond.
I installed LOL some time ago and have some overrides e.g. wininet.
Removing wininet fixes the connection problem for me. 
Windows XP setting is still required - Windows 7 will directly crash the
launcher.
