Thanks for reporting this issue.

As you already have figured out how to fix it, do you mind sending a patch on
the wine-patches mailing list? Take a look here for more information:
http://wiki.winehq.org/SubmittingPatches
If possible also add a corresponding patch to the wine test suite
(dlls/kernel32/tests), to ensure that the behaviour matches Windows as good as
possible.

If you're not interested or don't have time I can also take a look at it
myself.
