Maybe programs like:

- Paint.NET: http://www.getpaint.net/download.html (no, this is not Microsoft
Paint)
- Windows version of GIMP: http://www.gimp.org/
- Windows version of Inkscape: https://inkscape.org/en/

And Windows version of Libreoffice, too? (Just curious: Does CTRL+V work for
images in Libreoffice native Windows version? At least, this shortcut is one of
the methods how Photoshop can handle pasting an image from Windows
clipboard...)

In general, just any Windows program having possibility to paste an image from
Windows clipboard - one way or another - should do the job. I'm sure there are
multiple free programs that can handle required behaviour.
