Looks like this bug can be triggered in the latest ArmA, even under Windows.
The following URL suggests to downgrade the launch .exe file to 1.14:

After following the instructions (partially downgrading the version), the menu
issue described here disappeared.

I'm not sure if this bug report should be left open or not, since the people
with the issue under Windows would surely be in the minority?
