well this situation is rare anyway.
I've yet to see an application that installs IE7/IE8 on its own.

Usually people install Internet Exploder using 'winetricks' recipe which
automatically adds the required overrides - at the risk of messing up the
WINEPREFIX.

Though I wouldn't mind if this stub gets included in mainline as there were
already similar exceptions:
