Ken,

I can reliably reproduce this bug in WINE 1.7.12. For example, open up the
History window and then navigate to a non-WINE application. The History window
remains visible on top of all other applications, despite Photoshop having lost
focus. Please find attached a console log from opening Photoshop, opening a
photo, selecting the History window, and then navigating to a different
application.
