The 'minimum timeout' test failures are still present. They don't just impact
Windows XP, they also impact Windows 2003 and Windows 8 (w864 VM) sometimes:

The corresponding tests were introduced by this commit:

    user32: SetTimer and SetSystemTimer should respect the timeout limits.


The menu popup issue is independent so I'm moving it to a separate bug report
(bug 35609).
