Presumably your wine package disabled mono, but..see

to manually install it:
$ wget
"http://sourceforge.net/projects/wine/files/Wine%20Mono/4.5.2/wine-mono-4.5.2.msi"
$ msiexec /i wine-mono-4.5.2.msi
