I'm guessing there's no way to clamp the reported quality levels via
nvidia-settings or any application profiles, correct? 

Would it be possible for someone who knows what they're doing to create a patch
that clamps it to 8 similarly as in comment #42? I don't really know my way
around editing wine enough to want to break it myself if at all possible.
