confirming.

>From a quick glance at trace log it seems some dialog creation fails.
Kind of expected because the resource (HGLOBAL) was freed before.

There is no obvious error path that could explain why the handle is freed
beforehand.
I quickly hacked krnl386.exe16 to pin the reference count of resources and it
made the installer go further: new wizard dialog, started inventory of drive,
copying etc.
Granted, that's definitely not the right thing to do.

Unfortunately there are not many options when it comes to tools for
investigating win16 (NE) garbage.
