[Bug 35291] setcap on wine-preloader makes Hearthstone fail to start

This might be relevant and useful that when cap_net_bind_service is on,
"Hearthstone Beta Launcher.exe" gives many "err:wininet:open_http_connection
create_netconn failed: 12029".
