$ wine start appwiz.cpl

Application could not be started, or no application associated with the
specified file.
ShellExecuteEx failed: File not found.

$ wine  appwiz.cpl
err:wineboot:ProcessRunKeys Error running cmd
L"C:\\windows\\system32\\winemenubuilder.exe -a -r" (2)
Segmentation fault

It starts fine from `wine control` though.

I remember I could start appwiz.cpl previously so it looks like a regression.
