Maybe the Steam version has some differences to non-Steam version.

I can only confirm/investigate with the retail (non-Steam) version of the game
which works fine here.

A separate issue, unrelated to this bug.
That can be avoided by setting two registry keys.
The information can be usually found in 'installscript.vdf' for the game.

I can't actually verify as I don't own the Steam version of this game but it
should be pretty similar because that's how it works for many Steam games.
