I suspect that URL comes from the Windows program you were trying to run,
perhaps shortly before it crashed. Given the content of the web page vs. the
URL itself, it seems that it used to have Wine-related content (not from the
Wine project but from the developer of that Windows software) but the developer
felt the need to change it to a political message.

I googled for "q4wine" since that's mentioned in the URL.  That lead to
http://sourceforge.net/projects/q4wine/ which seems like a legitimate project
for use with Wine.  If you follow the "q4wine Web Site" link in the
Description, you are taken to http://q4wine.brezblock.org.ua/ which shows that
same political message (since it's the same host as the original suspect URL).
