User info dialog hidden behind splash highlighted by 'WinSpector' tool

Hello folks,

confirming.

There is a "user info" dialog window hidden behind the splash waiting for
input/confirmation, making it look like Excel hangs.

Just press RETURN and it's gone.
The 'OK' button has focus despite hidden behind the splash.

You can reproduce by deleting the following registry key (and subkeys):

Attached is a screenshot which shows the hidden dialog highlighted by
'WinSpector' tool.
