Because this bug was started with some games that depend on bug 23033 but in
the end it turned out the relevant part can be reproduced/resolved without the
games.

The Tages driver/service tool
(http://www.tagesprotection.com/5.5/TagesSetup.exe) can be used stand-alone to
reproduce this problem and it doesn't depend on bug 23033 

This bug became a meta-bug at one point which should be avoided because it
tends stay forever (and gets messed up at some point).

Removing dependency.
