I get this same error as well, but not with python2.7.  It started after I
installed InnoSetup (http://www.jrsoftware.org/) using their latest 5.5.4
Unicode version.  InnoSetup runs well and works great on Wine for building
Windows installers after cross-compiling my apps on Linux, but installing it
triggers this problem.

This error appears not just in running InnoSetup, but in running ANY wine app
after installing it.  And only appears the first time an app is run.  If you
leave a Wine app running and launch a second app, it doesn't reappear.  But,
close all Wine apps and it reappears on the next app that is run via Wine.

I have replicated it on Ubuntu (both Saucy and Raring).  And on Kubuntu Trusty.
 And on Wine 1.4.x, 1.5.x, 1.6.2, and the latest dev 1.7.20.

I am attaching the back trace displayed by 1.7.20...

To confirm it was the InnoSetup installer that first triggered it (as I had a
number of apps installed on my other setups), I created a clean schroot and new
user account with only Wine 1.7.20 setup as win32.  Running just the InnoSetup
installer alone triggered it.
