I'm hitting this issue too.  I applied hack3 to 1.7.20 (in FC20) and the popup
about this mssing API went away and now of get a page fault instead.  (I'll
attach the full console log)

FYI, documentation for this function is at
http://msdn.microsoft.com/en-us/library/windows/desktop/bb870773%28v=vs.85%29.aspx
although I suspect that still might not help you implement the function.

This issue is preventing me from installing Word under Wine.  :(
