I'm using Mendeley desktop 1.11 running in wine.  With wshom.ocx set as native
then built in.
This allows me to install the word (2007) plugin but nothing happened when I
clicked insert citation.

If I apply your patch to wine 1.7.21 I get a dialogue:
"ActiveX component can't create object (429) in MendleyPlugin"

Is this something that can be easily be fixed - or something more fundamental
to do with interfacing between word and other programs using vba?
