Hi,
I can reproduce the issue. But, I doubt GetCalendarInfoW is the cause of this
issue. Because caltype 3 (=CAL_IYEAROFFSETRANGE) and 4 (=CAL_SERASTRING) don't
work in English locale even on native.

Additionally, Importance is not a blocker. See
http://bugs.winehq.org/page.cgi?id=fields.html#importance .

I've tested with final2.zip (sha1:a265cb67f469afcff80b6fea70e07204a0972699) 
from http://www7.atwiki.jp/wakuwakusuru/pub/final2.zip .
