The appdb howto is:

This avoids distro 'winetricks' which tend to be outdated/broken.

The appdb howto is the preferred way to install .NET Framework 4.0

Of course .NET Framework 4.0 _can_ be installed without 'winetricks' given a
recent (non-regressed) Wine version.
There are some technical implications that most people are not aware so it's
always better for end users to use 'winetricks' which takes care of some
prerequisites.

These are not bugs.

Anyway, nothing was fixed in Wine.
You most likely had a broken distro package.
