Anastasius, what leads you to believe the gdiplus.dll shipped with Visio 2003
is different from the standard one in some significant way? I tried using the
native dll installed by winetricks (deleting the ones in the office directory),
and it seemed to work fine.

So it seems to me that unless you have good evidence that Visio needs private
features that we shouldn't duplicate in Wine, there should be a bug filed for
any problems with builtin gdiplus.
