I can also confirm this bug, it only occurs when both expansions are enabled. 

I read that time of creation of the DLC-files matters so I've removed the
Expansion-folder and let steam redownload the missing files. But that didn't
seem to work either. Renaming Expansion-folder resulted in graphical errors
whilst the bug still persisted. 

Unfortunately Jayky's work around didn't do much for me either. Got similair
results as described above.

I'll keep hunting.
